Addis Abeba, April 22/2021 – As part of a continuation of the UNSC meeting held on April 15 at a closed door meeting at the request of the US under Any other Business (AOB), members of the SC reached at a consensus and issued a statement calling for “a scaled up humanitarian response and unfettered humanitarian access to all people in need, including in the context of the food security situation.” in Ethiopia’s war-torn Tigray regional state.

The SC members said they “acknowledged the efforts by the Government of Ethiopia to provide humanitarian assistance and to provide increased humanitarian access” but said “humanitarian challenges remain.”

“The members of the Security Council call for continuation of international relief efforts in a manner consistent with the United Nations guiding principles of humanitarian emergency assistance, including humanity, neutrality, impartiality and independence.”

“The members of the Security Council
noted that insecurity in Tigray constitutes an impediment to the
ongoing humanitarian operations and called for a restoration of
normalcy,” the statement said.

Expressing “deep concern” about allegations of human rights violations and abuses, “including reports of sexual violence against women and girls,” the members of the SC “called for investigations to find those responsible and bring them to justice.”

“They welcomed the joint
investigation by the Office of the United Nations High Commissioner
for Human Rights and the Ethiopian Human Rights Commission into
alleged human rights violations and abuses. The members of the
Security Council also welcomed the engagement on this issue of the
African Commission on Human and People’s Rights.”

During the meeting on April 15, Mark Lowcock, UN Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator, delivered a grim assessment on the humanitarian crisis in Tigray in which he revealed that “the humanitarian situation in Tigray has deteriorated.”

Mr. Lowcock also told the UNSC that more than 150 people died from hunger in Ofla Wereda, south of Mekelle. He warned that the report “should alarm us all” and that it was “a sign of what lies ahead if more action is not taken. Starvation as a weapon of war is a violation.”

However, the meeting ended without a statement for lack of consensus, similar to the four previous meetings under AOB by the members of the SC.

Today’s statement came in the wake of increasing numbers of alarming reports of the worsening humanitarian situation in Tigray including the latest report by the UNICEF which stated that “the crisis in Tigray has entered its sixth month with no clear end in sight.” AS

Vision Ethiopia Statement

Vision Ethiopia, a non-partisan association of Ethiopian scholars and professionals, denounces in the strongest terms the ethnically targeted violence waged by Oromumma extremists, with the demonstrably covert support of the government of Prime Minister Abiy Ahmed.

Vision Ethiopia is of the firm conviction that the ongoing genocidal violence and aggressive power consolidation by the Oromumma movement across the country can only happen with the knowledge and indubitable complicity of the government of Prime Minister Abiy Ahmed.

No government in the history of mankind has apathetically tolerated in its domain the kind of brazen violence and brutality that has been raging in Ethiopia unless the government itself has a role in the execution of the crimes, as was the case with Nazi Germany, Fascist Italy in Ethiopia and, recently, Interhwame Rwanda. 

Presently, Ethiopia has faced a serious existential threat more than ever before in its long history. A country that has survived repeated onslaughts over the centuries —   including Jihadist conquests, such as the one by Imam Ahmed Ibrahim al-Ghazi in the 16^th Century, subsequent aggressive Oromo expansionism, and the brutal fascist invasion in the 1930’s  —  is once again on the verge of collapse. 

The threat, which was contrived and engineered by the Tigray People’s Liberation Front (TPLF) and external forces, such as Egypt and Islamic fundamentalism, is currently being fueled by Oromumma ethnic fanaticism.

The Oromumma ideology, which is tantamount to ‘Oromo supremacy’ or ‘Oromo first’, is a regressively selfish line of thinking rooted in the ‘Geda’ system. Its primary tenet is the Oromization of the mainland through a multifaceted and well-planned and choreographed strategy consisting of genocidal violence on one hand; and military, political and economic domination, on the other. The gruesome task of ethnic cleansing and terrorizing the nation is entrusted to the Oromo Liberation Army, which has targeted with impunity Amharas, Orthodox Christians and other ethnic groups; while the Oromo supremacy and dictatorship is being fully realized under the leadership of Abiy Ahmed, who has an absolute control over the state machinery. Like the Oromo invaders of yesteryears, today’s Oromumma terrorists are on a crusade of ethnic cleansing and annihilation, rewriting history, and destroying religious institutions, historical icons, and major landmarks.  

Over the last three years, Vision Ethiopia has made genuine efforts to positively engage the government of Prime Minister Abiy Ahmed, with the futile hope of establishing a democratic and united Ethiopia, where all citizens have equal voice and enjoy their inalienable freedoms enshrined in the Universal Declaration of Human Rights.

Regrettably, while preaching peace, love and prosperity, Abiy Ahmed has duplicitously promoted the deplorable scheme of Oromumma, founded on a fabricated history of entitlement and an agenda of ethnic cleansing. Since Abiy Ahmed assumed power in 2018, his regime has been characterized by actions that cannot, in earnest, be viewed as consistent with acceptable norms of decent and rational governance in the 21^st Century. To cite a few examples:

• Reminiscent of the genocidal regimes of Nazi Germany and Interhwame Rwanda, Abiy Ahmed’s government has countenanced ethnic cleansing, targeted against Amharas, and other members of the Orthodox Christian church and ethnic minority groups who live in regions claimed by Oromumma extremists.

To implement the Oromumma policy of ethnic cleansing, Abiy Ahmed dubiously negotiated the repatriation of Oromo Liberation Front, without a requirement to lay

• down their arms, and allowed the terrorist group to rob banks, massacre innocent civilians and abduct college students with relative impunity.
• As part of the expansionist agenda of the Oromumma stratagem, Abiy Ahmed illegally transferred the governance of Addis Ababa to Oromumma proponents, squashed any potential opposition to the subjugation of the city, and openly shepherded the Oromization of the administration of the municipality and other branches of government. He incarcerated the Addis Ababa youth following the infamous Burayu massacre, and sent to prison Eskinder Nega, the leader of Balderas, on trumped up charges. 
• Abiy Ahmed’s clique orchestrated a violent uprising in the Amhara region in June of 2019, and ordered the execution of prominent leaders of the Amharas that were considered a threat, including Asaminew Tsigie.
• Abiy Ahmed systematically brought under the control of Oromumma exponents all major government positions and offices, including defense, security, judiciary, finance and the civil service.

After a thorough examination of the current state of Ethiopia and the uncontrollably destructive actions of the Oromumma terrorists, Vision Ethiopia has resolved the following:

1. Convinced that Prime Minister Abiy Ahmed is an enabler of the Oromumma aggression against the rest of Ethiopia, we express in the strongest terms our condemnation of his duplicitous schemes.
2. We call upon the people of Ethiopia to boycott the upcoming elections and demand for the immediate formation of a transitional government that would ensure the establishment of a truly democratic and united Ethiopia.

We express our solidarity with the victims of genocide, and groups that are working to prevent genocide. In particular, we applaud the measures taken by organizations, such as Orthodox Tewahedo Church Against Genocide in Ethiopia (OTAGE), to

1. bring to international courts of justice leaders of the Oromumma terrorist movement for crimes they have committed against humanity.
2. We condemn all terrorist groups in Ethiopia, including TPLF, OLF and other Oromumma extremist factions, and call upon genuine Tigray and Oromo people to stand in solidarity with the rest of the people of Ethiopia to fight for freedom and equality. 
3. We call upon the international community to support the ongoing resistance against extremist forces in Ethiopia, including TPLF, OLF and other Oromumma fanatic groups, and avert a looming catastrophe in the Horn of Africa.

Vision Ethiopia believes it is time for the silent majority of Ethiopians to wake up, for every citizen to come out of their ethnic cocoons, and to stand in unison against the Oromumma onslaught.

በመሰረቱ የመንግስት ስልጣን የመገልገያ ሳይሆን የማገልገያ መሳሪያ ነው። በርግጥ ስልጣንን ተመርጦ ሳይሆን መርጦና ዘርፎ ለሚይዛት ይህ ትርጉም ላይኖረው ይችላል። አያንዳንዱ የፖለቲካ ሹም ደሞዝ፣ መኖሪያ ቤት፣ መኪና ወዘተ የሚያገኝበትና የሚከፈለውና ህይወቱን የሚመራው ከህዝብ  በግብር  በሚሰበሰበው ገንዘብ ነው። ያገሪቱ የጦር ሃይል የታጠቀው መሳሪያ፣ የጦር ኣውሮፕላን፣ አና ሌሎች ዘመናዊ መሳሪያዎች ሁሉ የተገዙት በህዝብ ሃብትና በስሙ ከሚገኝ ርዳታና ነገ ህዝቡ በሚከፍለው ብድር ገንዘብ አንጂ የመንግስት የሚባል ሃብት የለም። ለጦሩም ደሞዝ የሚከፈለው ህዝቡ በሚከፍለው ግብር  ነው።    ስለዚህ መንግስትም ሆነ የጦር ሃይሉ ተቋም የህዝብ መገልገያና ህዝብና ኣገር መጠበቂያ ተቋሞች ናቸው። ስለዚህ መንግስት የጦር ሃይል የህዝብን ሰላም ማስጠበቅ ሃላፊነትና ግዴታው አንጂ የሚሰጠው ችሮታ ርዳታ ኣይደለም።

በዚህ በኩል ያለው መንግስት ፍጹም ሃላፊነቱን ኣልተወጣም። በርካታ ዜጎች ለሞት ስደትና መፈናቀል ህይወታቸው ለአንግልትና ለመከራ የተዳረገው ባለፉት ሶስት ኣመታት  ነው። ለዚህ መንግስት ወይም ሰራዊቱና ደህንነቱ ኣቅም ኣንሷቸው ነው ለማለት ኣይቻል፣ ይልቁንም በሚያሳፍር ሁኔታ ይህ ሃይል ኣየዋለ ያለው ኣፍራሽ ለሆነ ርካሽ ዓላማ ነው። በመሆኑም ወገኖቻችን በታሪካችን ታይቶ በማይታወቅ ሁኔታ በተለይ ኣሁን ባለንበት የሰለጠነ ዘመን ሊደረግ ቀርቶ ሊታሰብ የማይችል ጭፍጨፋ በወገኖቻችን ላይ ደርሷል።  ብዙ አናውቃለን የሚሉት መሪዎቻችን ክዚህ ኣናሳ ኣስተሳሰብና ኢሰባዊነት ሊርቁ ኣልቻሉም።

አንዳለመታደል ሆኖ የኣገራችን ኣመራር ከጊዜ ወደ ጊዜ አያሽቆለቆለ በመሄድ ላይ ይገኛል። መንግስታችን አጅግ ከመውረዱ የተነሳ ሰልጣን ከያዘ በኋላ ሰፊውን ኣገር ባግባቡ መምራት ሲቻል፣ ያረጀና ያፈጀ ንጹሃን ህዝብን የመጨፍጭፍ ስልት በመጠቀም የመስፋፋትን ቅዠት ለማሳካት በመውተርተር ላይ ይገኛል። ቢያንስ ከህውሃት ውድቀት መማር ኣለመቻሉ ያሳዝናል።

ያልታደለው ህዝብ ከ1966ቱ ኣብዮት ወዲህ በተከታታይ በመጡ መንግስታት መከራ ተቀብሏል ኣሁንም በመቀበል ላይ ይገኛል። በረሃብም ይሁን በመፈናቀልም ሆነ በስደት ሆኖ ቢያንስ በሰላም ሊያኖረው የሚችል ኣመራር በማጣቱ ህዝቡ አንደገና ለሌላ ዙር ትግል ተነስቷል። ይህም ሆኖ አውነተኛ የኢትዮጵያ ህዝብ ኣሁንም ጨዋነቱንና ኣብሮ የመኖር አሴቶቹን አንደያዘ ያለ ጨዋና የሰለጠነ ህዝብ መሆኑን አያሳየ ነው። አንዳለመታደል ሆኖ ግን መሪዎቹ ህዝቡ ካለበት ደረጃ አጅግ በመውረድ አጅግ ተራና የተናቀ ፖሊቲካን በዚህ ዘመን በማካሄዳቸው ባጭር ጊዜ ውስጥ የብዙሃን ህይወት አንዲጠፋና በህይወት የመኖር ዋስትና በብዙ ኢትዮጵያዊያን ዘንድ ኣሳሳቢ አንዲሆን ኣድርጎታል። በመሪዎች ህሊና የተሳለው ያረጀ የነጻ ኣውጪነት በስልጣን ላይ የመቆየት ስነልቡና በመሆኑ፣ ኣገርን ባጠቃላይ ለመምራት የሚያስችል ደረጃ ላይ ወጥተው ሳለ ዘር በማጥፋት የራስን ዘር የማንገስ በሽታ ይዟቸው የሚያበላና የሚያከብር ህዝባቸውን ለከንቱ ዓላማ ሸጠው በሞትና በረሃብና በስደት ያሰቃዩታል። አንግዲህ በሰላም ምሩን ብሎ የሰገደላቸው መሪዎች ያለፉት መልማይ ኣባቶቻቸው የተጓዙበትን መንገድ በመምረጣቸው ህዝቡ በቃን አንዲል ኣስገድደውታል።

ራስን መከላከልና ለነጻነት ሰላማዊ ትግል ማድረግ ተፈጥሯዊ መብት ነው። በሴራ ፖለቲካ በመጠቀም ማፈንና ማኮላሸት ኣይቻልም። ይልቁንም ማክበርና መንከባከብ ይበጃል። በቅርቡ በኣሜሪካን ኣገር ባንድ ጥቁር ሰው ላይ በተደረገ የፖሊስ ግድያ ምክንያት ኣገሪቷ ስትናጥ ቆይታለች። ብዙ ችግር ደርሷል። ሆኖም ህዝብ ሌት ከቀን ባደረግ ትግልና በፈጣሪ ርዳታ በርካታ ሚሊዮን ዶላሮች ለቤተሰቡ ካሳ የተከፈለ ሲሆን ገዳዩ ፖሊስ በፍርድ መድረክ ወንጀለኛነት ተበይኖበት ፍርዱን አየተጠባበቀ ይገኛል። ኣለምን የለወጠ የተባለለት ድል ተገኝቷል። የህዝባችንም ትግል በራሳቸው ሃብት በባርነት ለሚገዙ አንደኢትዮጵያ ላሉ ኣገሮች በህዝቡ ትግልና በፈጣሪ ፈቃድ `ዓለምን የለወጠ`  የሚባልለት ለውጥ ኣንደሚመጣ ተስፋችን ጽኑ ነው።

ትግላችን ወሳኝ የሆነ የስርዓት ለውጥ አስኪመጣ መቀጠል ኣለበት። ጥቂት ድል በተገኘ ቁጥር ነገር ዓለሙን ሁሉ ትተን ወደኑሮኣችን መመለስ ሳይሆን የኑሮኣችን ኣንድ ኣካል ኣድረገን ይዘን ይወክለናል የምንለው መንግስት አንኳን ቢኖረን ሳንተኛ ነቅተን ልንጠብቀው የሚገባ ነጻነታችንንና ደሞክራሲኣዊ ድላችንን መሆኑን በሚገባ መርምረን ልንረዳና ልናምንበት ይገባል።

በኣጭር ጊዜ ውስጥ በዚህ የፖለቲካ ወለድ ችግር ኑሮኣቸውን ባላቸው ሃብትና ጥሪት ለማሸነፍ ሲጥሩ በማይገባቸው ፖለቲካና በሸፍጥ የሚገኝን ስልጣንና ሃብት ለማስጠበቅ ሲባል የማያልቅ የፖለቲካ ክህደት ከቤት ከንብረታቸው የተፈናቀሉና ቤተሰቦቻቸው በግፍ የተገደሉባቸው ወገኖች ተገቢው ካሳና መልሶ መቋቋም በህግ ሊያገኙ ይገባል።

ኢትዮጵያውያን ወገኖቻቸውን ጭፍጨፋ ለማስቆም ብቻ ሳይሆን የስርዓት ለውጥ ለማምጣት በዓለማቀፍ ፍርድ ቤት የሚያካሂዱት ትግል ወጀሎችን ለፍርድ ከማቅረብና ካሳ ኣንዲከፈላቸው ከማድረግ በተጨማሪ ዘላቂ የስርዓት ለውጥ አስኪመጣ ድረስ በርትተው ሊገፉበት ይገባል።  ጅምላ ፍጅትንና ዘር ማጽዳትን ከኢትዮጵያ ፈጽሞ ኣስኪጠፋ ድረስ የዘር ማጽዳትን ለመከላከል ካገር ውጪ የተቋቋመውን ስብስብ በገንዘብ፣ በዕውቀትና ተግባራዊ ድጋፍ በማድረግ ለንረዳው ይገባል።

ሁላችንም በየዕምነታችን ኣገራችንን አንዲታደጋት ፈጣሪኣችንን ኣንለምን!

Wars are terrible things anywhere, anytime.  They take away lives, destroy hard-earned assets and inflict long-lasting emotional trauma. They often cause the most damage to those who don’t deserve any of it at all.

So my heart goes out to the people of Tigray who have been directly impacted by the recent military operation in that region.

If there is any consolation, it is the fact that the worst possible scenario was averted, thanks to the careful planning and execution of the military operation by the Ethiopian armed forces.  When the operation began early November 2020, we were all bracing for a calamity of a staggering proportion; we were afraid the fighting could turn out to be fierce and protracted, catching tens of thousands, if not more regular folks in cross fires. That didn’t happen and is something to be thankful for.

This does not lessen the gravity of the humanitarian crisis that followed. Millions of Tigreans were left without access to food, drinking water and other basic necessities of life.  For a region that relies on food safety-nets at the best of times, any length of disruption in the transportation system was bound to trigger a serious shortage of food and starvation across Tigray. Initially, the restrictions on personal mobility due to security concerns and the power outage only made a bad situation worse.

Recent reports are encouraging, however. Food distribution is reaching millions, while telecommunication, power, healthcare and other social amenities are restored in much of Tigray. The federal government has done a commendable job by all accounts, especially when one appreciates the fact that this war was forced on it at the worst of times, dealing with instabilities elsewhere, a lethal pandemic, and multiple natural disasters.

Tigray’s recovery back to normality will take time and patience. Various reports confirm TPLF has left much infrastructure damage behind it to ensure recovery would be hard and creates bitterness among Tigreans toward the federal government. The Machiavellian mentality has followed TPLF to the grave. By contrast, the federal government’s goodwill and commitment to rehabilitate Tigray cannot be doubted. It didn’t wait for the military operation to be completed fully before it started mobilizing resources for this purpose; no sane person can expect more.

The unholy propaganda campaign…

Meanwhile, longstanding TPLF mouthpieces have gone overdrive with a fictitious narrative to tell the rest of the world. No surprise, they won’t admit TPLF and TPLF alone brought this crisis on the good people of Tigray. The wicked part is they are exploiting their suffering for keeping TPLF’s propaganda above its grave insinuating that the current humanitarian crisis in Tigray is part and parcel of a grand plan by the Ethiopian government and the Amhara region to cripple Tigray and punish its people. The theatrics of this narrative is badly enacted on the streets of U.S. and Europe to elicit international intervention to save what is left of the TPLF leadership currently clinging to the rugged terrains of Tigray.

Who better than the masters of fabricated narratives, aka, disgruntled Oromo nationalists, can join this desperate campaign of falsehoods? This is a group that is driven by one and only one compulsive behavior – a hatred toward Abiy Ahmed, the man who put them out play when he took power three years ago and made the Oromo people a central player in the Ethiopian nation state. Admittedly a work in progress but a serious paradigm shift that scared shitless all ethno-nationalists who betted their political future on Ethiopia remaining divided and at odds within itself.  Losing their minds ever since, they have been bowing to TPLF, the same devil they cursed for 27 years for everything that went wrong with their on-again, off-again secessionist agenda. They thought TPLF still had a trick or two up its sleeve to return things back to what they were three years ago. With that hope dashed when TPLF committed suicide by attacking the Ethiopian Defense Forces, they have now joined the morning session to curse and badmouth Abiy Ahmed and the rest of Ethiopia.

The third axis of this unholy propaganda crusade are foreign journalists and news agencies. These guys are the funniest only if we were not dealing with a serious matter.  The efficiency and precision with which Ethiopian defense forces routed the “fearsome, battle-hardened” TPLF is something for military experts and historians to analyze in the future. But this feeling is not shared with many western news agencies who actually appear to be disappointed because the war was over too soon, depriving them of a news mine of a bloody, drawn-out war. Shamelessly, these news organizations are now nibbling on crumbs of the aftermath stories, often misreporting or exaggerating them.

The individual so-called journalists who have joined the propaganda crusade are not just confirming their western biases, which wouldn’t surprise us. They are working overtime for every penny they are being paid from TPLF loots.  With their fake title of “experts” given to them by clueless western media, they produce innuendoes and half-baked analyses for a western audience who are uninformed and, quite frankly, uninterested.  Some of the known names have been a constant critic of the new Ethiopian government ever since their paymaster retreated to Mekele and naturally they are dishonest with their western audiences about what happened before, during and after the war in Tigray. They know this war was TPLF’s making, that Prime Minister Abiy Ahmed had stretched an olive branch to TPLF time and again, that TPLF declined to seize the opportunity and instead actively and openly undermined federal authority including by refusing to hand over wanted criminals. I am sure they at least suspected that TPLF had something to do with the instability throughout the country in the past three years.

The fact is these journalists don’t have an honest interest in the welfare of Ethiopia, Tigray or their paymaster, TPLF, for that matter. They don’t care if the country burns down or descends into a civil war any moment and their dishonest reporting contributed to it.  But, the fact also remains, at the end of the day, what they say or write about Ethiopia shouldn’t matter. Ethiopia’s future will be shaped by Ethiopians and Ethiopians alone. Let alone hired journalists, foreign governments and international organizations have no right to stop Ethiopians from shaping their own future.

Ethiopia has proven that with the right leadership it is capable of not only handling its own internal affairs, but can also foster great and mutually rewarding relationships with its neighbors to make the horn a region of peace that needs western meddling no more.

In just three short years, Ethiopia has swiftly ended hostility with Eritrea, a hostility that was kept alive by TPLF for 20 long years to keep two brotherly and sisterly people at odds with each other. Ethiopia has played a pivotal role in Sudan’s peaceful political transition, and it has strengthened security and economic relationships with Kenya, Somalia and beyond.  With TPLF gone, Ethiopia will be a peace loving consequential force in the horn, there is no doubt about that. If this projection vexes anyone’s geopolitical mindset, interest or deep-seated arrogance toward Ethiopia or the horn broadly, so be it; Ethiopians have no choice but be ready to face that challenge. If Ethiopia trades off its sovereignty and independence for crumbs of aid money now, it will remain in bondage to that aid forever.

The past cannot be mended by lies, the future cannot be built with delusions…

There is no point in reaching out to hardcore TPLF supporters or those on TPLF’s payroll. These folks   believed TPLF’s promise of burying the Ethiopian army in Tigray. At the very least, they thought TPLF would put up a fierce, protracted battle to force the federal government to negotiate under TPLF’s terms. To simply state those beliefs and hopes didn’t materialize would be understating the extent of the shock these folks felt when TPLF was virtually decommissioned in a matter of two weeks. Ever since, they are going through the known stages of grief, so little to do for the rest of us until they hopefully emerge on the other end.

What has surprised me, however, is how the rest of my Tigrean brothers and sisters got caught up in a misplaced moral outrage about this war.  If I may address you directly, I cannot believe you didn’t know TPLF wrote the script of this war as soon as it recoiled into Mekele.  TPLF was always upfront that it wouldn’t live in an Ethiopia it didn’t rule. You know about the countless and painstaking efforts and patience the federal government showed to prevent TPLF from taking your country to an open military conflict.

The TPLF leaders were criminals. Like it or not, that is how the rest of us believe. They killed or ordered the killing, torture and jailing of hundreds of thousands of Ethiopians during their 27 year tyranny. They should have been locked up and have their day in court the day a new administration was in place three years ago. That didn’t happen because the new prime minister chose a non-retribution route and the Ethiopian people sucked up their grievances and agreed to let bygones be bygones.

But TPLF leaders would have it that way. They saw magnanimity as a sign of weakness because they never showed it to anyone in their adult lives. Ethiopia is full of their casualties. Many of their victims have died but a great many are still living with their afflictions, scars and nightmares.

Your anxiety, concern, even the sadness over what happened in your home province is understandable. But if you are honest, your anger and moral outrage should be squarely targeted at TPLF’s reckless leaders, who simply wouldn’t let their country live in peace. Plotting and attacking the Northern Command and killing their comrades-in-arms in their sleep, that betrayal and cowardice act, became the unforgivable sin, finally tipping the cup of patience. They should have at least suspected that if things didn’t go their way, the fire they ignited could burn innocent Tigreans. But they didn’t care as they never cared about anyone but themselves. So your issue is with them, not with the federal government, not with Abiy Ahmed, not with the Amhara kilil, not with anyone else.

The vast majority of Ethiopians are more than happy that TPLF is gone, but no one is happy about what the common residents of Tigray are going through now and want to help. You want to help the people of Tigray, then let’s help them together with honesty, not by telling lies about the war or entertaining delusional notions about the future of Tigray or your country, Ethiopia.

Briefly about the alleged Eritrean involvement…

Both the Ethiopian and Eritrean governments have denied the involvement of Eritrean soldiers in the war. If, however, they were involved, the invitation was made by none other than TPLF itself when it fired several rockets their way. TPLF leader’s backup plan for the war they ignited was not to give themselves up and seek clemency. Their backup plan was to internationalize the war by provoking Eritrea to attract international attention and mediation. As it turned out, there was no time for mediation anyway since the war was over in a matter of two weeks.

There is yet another way of looking at a possible Eritrean involvement.  If the outcome of the war was reversed and TPLF had the upper hand, no question, it would have set in motion a dangerous civil war that would have very likely engulfed Eritrea and the entire horn region.  So, as far as I am concerned, if Eritrea had extended a helping hand to avert such an ominous outcome, Ethiopians should owe them nothing but gratitude.

Having said that, if there was any human right abuses by anyone, it cannot and should not be tolerated. It is incumbent on the Ethiopian government to be as open and as transparent as it can be given the security situation in Tigray to bring to light and redress any form or degree of human right transgressions during and after the military operation.

የፌዴሬሽን ምክር ቤት የተሰጠውን ሕገ መንገስታዊ ተልዕኮ በብቃት ለመዋጣት በጥናት ላይ የሚገኘውን የምክርቤቱ ሪፎርም በ4 ዋና ዋና ጉዳዮች ላይ በማተኮር የግብዓት መሰብሰብ መድረክ በዛሬው ቀን በአዲስአበባ ከተማ እያካሄደ ነው።

ሀገራዊ አንድነት እና ዘላቂ ሰላም መገንባት፣ ውጤታማ የፊሲካል ሽግግርና ፍትሐዊ የሃብት ክፍፍል ፣ የሕገ መንግሥት የበላይነትና ሕገ መንግስታዊነት ማረጋገጥ ለፌዴሬሽን ምክር ቤት በሕግ መንግሥቱ የተሰጡ ስልጣንና ተግባራትን ናቸው ተብሏል።

የፌዴሬሽን ምክር ቤት አፈ ጉባዔ  አቶ አደም ፋራህ በምክር ቤቱ የተጀመረው ተቋማዊ ሪፎርም በሀገሪቱ የተመጣጠነ እድገት ለማስመዝገብና ሕብረብሔራዊ አንድነትን ለማጠናከር ስለሚረዳ  በአዲስ አበባ ዩኒቨርሲቲ እና ሌሎች በዘርፉ ከፍተኛ ልምድና እውቀት ባላቸው የሀገር ውስጥና የውጭ ባለሙያዎች ጥናት እያስጠና እንደሚገኝ ገልጸዋል።

አፈ ጉባዔው፤ የፊሲካል ሽግግርና ፍትሐዊ የሀብት ክፍፍል ፣ ፍትሃዊ ተጠቃሚነትንና እኩል የመልማት እድልን በማረጋገጥ ሀገራዊ አንድነትን ለመገንባት ያላው አስተዋጽኦ ትልቅ መሆኑን አንስተዋል።

በመሆኑ አሁን በሥራ ላይ ያለውን የድጎማ ማከፋፈያ ቀመር ክፍተቶችን በጥናት በመለየት ለቀጣይ ቀመር ዝግጅት በግብዓትነት መጠቀም፣ የፌዴራል መሰረተ ልማት ሥርጭት ፍትሃዊነትን ለማረጋገጥ የክትትል ሥርዓትና የማስፈጸሚያ ስልቶችን ማዘጋጀት፣ የድጎማ ቀመሩ በክልሎች መካከል የተመጣጠነ እድገት እና ፍትሃዊ የሃብት ክፍፍልን በማረጋገጥ ረገድ ያለውን ሚና የመገምገምና የማሻሻያ ሥርዓት ማበጀት በጣም አስፈላጊ ነው ብለዋል።

ይህንን ዓላማ ለማሳከት የፌዴሬሽን ምክር ቤት በልዩ ትኩረት እየሰራ እንዳሚገኝ በመግለፅ እስከ አሁንም በተሰራ ስራ አበረታች ጅማሮ እንዳለና ይህንን ጅማሮ በጥናት መደገፍ አስፈላጊነቱ መሆኑን ተናግረዋል።

በተጨማሪም ክልሎች ለወረዳዎችና ከተማ አስተዳደሮች ድጎማ የሚሰጡበት ሥርዓት የሚስተካከልበትን ሁኔታ መፍጠር፣ ልዩ ዓላማ ያላቸው የፌዴራል ድጎማዎች ግልጽነት፣ ተጠያቂነትና ዘላቂነት ባለው መልኩ በፍትሃዊነት ለክልሎች የሚከፋፈልበትን ሥርዓት መበጀት እና ለፊሲካል ሽግግር ውጤታማነት የመረጃ ሥርዓት መዘርጋት እንዲሁም የአፈጻጸም ስልት ማዘጋጀት በጥናቱ መካተቱን አፈ ጉባዔው መግለፃቸውን ከምክር ቤቱ ያገኘነው መረጃ ያመለክታል።

ጥናቶቹ የፌዴሬሽን ምክር ቤትን ሕገ መንገስታዊ ተልዕኮን መነሻ በማድረግ የተዘጋጁ መሆናቸው የተገለፀ ሲሆን በዛሬው መድረክ ከተሳታፊዎች የሚቀርቡ ገንቢ ግብዓቶችን በማካተት የጥናት ሰነዶቹን  በማዳበር የጥናት ውጤቶችንና ጠቃሚ ምክር ሀሳቦችን መሰረት በማድረግ የተለያዩ የአሠራር ሥርዓቶች የሚዘረጉና ተቋማዊ የሚሆኑበት ሁኔታ ይፈጠራል ተብሏል።

የቅዱስ ጊዮርስ ስፖርት ማህበር ባወጣው መግለጫ በ2013 ዓ.ም በቤትኪንግ የኢትዮጵያ ፕሪሚየር ሊግ እየተሳተፈ የሚገኘው ቡድኑ ውጤታማ እንዲሆን የስራ አመራር ቦርዱ ባለው አቅም ሁሉ አስፈላጊውን ድጋፍ እያደረገ ይገኛል ብሏል፡፡

ይሁን እንጂ ቡድኑ እየተደረገለት ካለው ሁሉን አቀፍ ድጋፍ አንጻር የሚጠበቅበትን ያህል አርኪ የሚባል እንቅስቃሴ እያደረገ እንዳልሆነ ነው የገለፀው።

በዚህ ሁኔታ ውስጥ አልፎ አልፎ በቡድኑ ውስጥ ያሉ አንዳንድ ተጫዋቾች የሚያሳዩት ያልተገባ ባህሪና የስነ-ምግባር ጉድለት እንዳሳሰበው ማህበሩ በፌስቡክ ገፁ ላይ ባወጠው መግለጫ አመላክቷል።

በትናንትናው ዕለት ቡድኑ በድሬዳዋ ስታዲየም ከጅማ አባጅፋር ጋር ካካሄደው የ20ኛ ሳምንት ጨዋታ በኃላ ጌታነህ ከበደ፣ አስቻለው ታመነ፣ ጋዲሳ መብራቴ እና ሙሉዓለም መስፍን ከፍተኛ የስነ ምግባር ግድፈት ፈጽመዋል ሲል ገልጿል፡፡

አብዛኛዎቹ ተጫዋቾች ከዚህ ቀደም ቡድኑ በባህርዳር በነበረው ቆይታ  የስነ ምግባር ጉድለት ፈጽመው የነበረ ቢሆንም አጠቃላይ ለቡድኑ ውጤታማነትና አንድነት ሲባል በማስጠንቀቂያ እንዲታለፉ ተደርጎ እንደነበር አስታውቋል፡፡

የክለቡ ስራ አመራር ቦርድ ባደረገው አስቸኳይ ስብሰባ ተጫዋቾቹ በፈጸሟቸው የስነ ምግባር ግድፈቶች ዙሪያ የቡድን መሪው በተፈጸመው የሥነ ምግባር ጉድለት ዙሪያ በዝርዝር በሚያቀርቡት ሪፖርት ላይ ቦርዱ ውሳኔ እስከሚሰጥ ድረስ ለጊዜው ከቡድኑ ታግደው እንዲቆዩ ወስኗል፡፡

በመሆኑም አራቱ ተጫዋቾች ከድሬዳዋ በዛሬው እለት ወደ አዲስ አበባ እንዲመለሱ ተደርጓል ተብሏል፡፡

ምክትል ጠቅላይ ሚኒስትር እና የውጭ ጉዳይ ሚኒስትር አቶ ደመቀ መኮንን በአምባሳደር ደረጃ ከአፍሪካ ሩስያ የትብብር ፎረም ፀሃፊ ኦሌግ ኦዜሮቭ ጋር ተወያይተዋል።

በዚህ ወቅትበ2022 በአፍሪካ የሚካሄደውን የአፍሪካ ሩስያ ስብሰባ ዝግጅት አስመልክቶ ውይይት አድርገዋል።

አቶ ደመቀ ኢትዮጵያ ከሩሲያ ጋር ለረጅም ጊዜ የዘለቀውን ግንኙነት የበለጠ ለማጠናከር ያላትን ፍላጎት ለፀሃፊው ገልፀዋል።

ሩስያ ይህን መድረክ ለመፍጠር የወሰደችውን ተነሳሽነት ያደነቁት አቶ ደመቀ ኢትዮጵያ ሁለተኛውን የአፍሪካ ሩስያ ጉባኤ በአዲስ አበባ ለማዘጋጀት ያላትን ፍላጎት ገለፀዋል።

ኦሌግ ኦዜሮቭ በበኩላቸው ስለ ፅህፈት ቤታቸው ስራ እና ሃላፊነት ለምክትል ጠቅላይ ሚኒስትር እና የውጭ ጉዳይ ሚኒስትር አቶ ደመቀ ማብራሪያ ሰጥተዋል።

የአፍሪካ እና ሩስያ ኩባንያዎችን በጋራ እንዲሰሩ የሚያስችል የኢኮኖሚ ትብብር ማህበር እንደተቋቋመም ለአቶ ደመቀ ገለፃ አድርገዋል።

የስብሰባው ዝግጅት አካል የሆነ ውይይት በመጪው ክረምት ከአፍሪካ ህብረት ከአፍሪካ ሀገራት ጋር እንደሚከናወንም ተናግረዋል።

ከዚህ ባለፈ በደህንነት ፣ በቴክኖሎጂ ፈጠራ ፣ ግብርና ፣ ሀይል ፣በኒውክሌር ጤና እና በስነ ምድር ምርምር(geology exploration) ያላቸውን ትብብር በተመለከተ ተወያይተዋል።

የአዲስ አበባ ከተማ ምክትል ከንቲባ ወይዘሮ አዳነች አቤቤ በመሬት አጠቃቀምና አያያዝ ዙሪያ ከባለድርሻ አካላትና ከባለሃብቶች ጋር እየተወያዩ ነው።

በውይይቱ በመዲናዋ ዓመታትን ያስቆጠሩ የመሬት ጥያቄዎችን ለመመለስና በዘርፉ ያለውን የመልካም አስተዳደር ችግር ለመፍታት ስራዎች መሰራታቸውን ገልፀዋል።

የአዲስ አበባ ከተማ አስተዳደር በከተማዋ ካለው እድገት ጋር ተያይዞ እየጨመረ የመጣውን የመሬት ፍላጎት ምላሽ ለመስጠት 138 ሄክታር ለልዩ ልዩ አገልግሎች እንዲውል ለአልሚዎች ማስተላለፉ ገልጿል።

የአዲስ አበባ ከተማ አስተዳደር በህገወጦች ተይዞ የነበረውን መሬት ወደ መሬት ባንክ በማስገባት ለረጅም ጊዜያት ጥያቄ ሲቀርብባቸው የነበሩ እና ለከተማዋ እድገት የሚያስፈልጉ ተቋማት እንዲኖራት ለማስቻል አልሚዎችን በግልጽ መስፈርት በመለየት በልዩ ሁኔታ መሬት እንዲሰጥ በካቢኔ መወሰኑን ምክትል ከንቲባዋ ገልጸዋል ።

በከተማ አስተዳደሩ ለልዩ ልዩ አገልግሎት እንዲውል የተሰጠውን መሬትም አልሚዎች በአፋጣኝ አልምተው ለተፈለገው አላማ ማዋል ይኖርባቸዋልም ብለዋል ።

የከተማ አስተዳደሩም በመሬት እና መሬት ነክ በሆኑ ጉዳዮች ላይ የሚስተዋለውን የመሬት ወረራ እና ሌሎች ብልሹ አሰራሮችና ማነቆዎችን በመፍታት በህገወጥ የተያዘውን መሬት ወደ መሬት ባንክ በማስገባት ፣ 430 በሚሆኑ አመራሮችና ሰራተኞች ላይ እርምጃ በመውሰድ እንዲህም ዘርፉን በቴክኖሎጂ የማዘመን ስራዎችን በመስራት ላይ መሆኑንም አመልክተዋል።

ለልማት የሚውል መሬት የተሰጣቸው ተቋማት እና ልዩ ልዩ ድርጅት ተወካዮች በበኩላቸው ለዘመናት ታጥረው የነበሩ መሬቶችን ወደ መሬት ባንክ በማስገባት በግልጽ መስፈርት ለተቋማት እና ድርጅቶች እንዲተላለፍ መደረጉ ከተማ አስተዳደሩ ለግልጸኝነት ፣ለተጠያቂነት እና ለመልካም አስተዳደር መስፈን ያለውን ቁርጠኝነት ያሳየ መሆኑን ገልጸዋል ።

የከተማ አስተዳደሩም በሰጣቸው መሬት ለተፈለገው ልማት እንዲውል በአፋጣኝ ወደ ስራ እንደሚገቡም የተቋማት እና ልዩ ልዩ ድርጅት ተወካዮች ቃል መግባታቸውን ከፕረስ ሴክሬታሪ ያገኘነው መረጃ ያመለክታል ።
